City Council

The City of Cassville is a city of the fourth class governed by a Mayor-City Administrator-Board of Aldermen form of government.  The Mayor serves a two-year term and is elected on a non-partisan, at-large basis.  Board members serve a two-year term with two members serving from each of two wards within the City, on a staggered two-year election rotation.   Municipal elections are held on the first Tuesday in April.  If you would like to run for an elected position, you must file with the City Clerk by the filing deadline.   Check out the Missouri Election Calendar

Before you file your declaration of candidacy with the City Clerk, you must file Form 5120 with the Missouri Department of Revenue.  A copy of this filing must be brought to City Hall and must accompany your declaration of candidacy.

City Council meetings are held on the second Tuesday of each month, at 4:00 p.m. in Council chambers, at the rear of City Hall. Citizens wishing to address the Board of Aldermen at a regular City Council meeting are requested to complete and submit a Request to Address City Council form. Mayor

Mayor Jon Horner was elected to serve as the mayor of Cassville in April 2025.  Horner served as an alderman of the North Ward since 2015, before his 2025 election as mayor. He works at a locally owned independent bank in Cassville, is a published novelist and motivational speaker. Jon is a 5th generation Barry Countian. He is a graduate of Cassville High School and Missouri State University. Jon is also a member of the Cassville Board of Education, Cassville United Methodist Church, Barry County 911 Board, and the Cassville Rotary Club. He has served two terms as President of the Cassville Chamber of Commerce. Jon and his wife Darla live in Cassville. 

Northward Aldermen

Alderman LeCompte was elected as the North Ward Alderman in April 2024. LeCompte is a lifetime resident of Cassville and manages his late father's store, Michael's Hardware. LeCompte and his wife, Jillian, recently celebrated the birth of their first child.

Mike Phillips

Alderman Mike Phillips was elected to represent the North Ward in 2022 and was re‑elected in April 2025. He serves as the Executive Director of Barry County E911 Emergency Services and was appointed by the Governor of Missouri to the Missouri 9‑1‑1 Service State Board.

He also serves on the Cassville Fire Protection District Board and is an active member of the Cassville Rotary Club. Mike previously served as Chairman of a countywide drug‑free youth education program, providing leadership in efforts to promote informed and healthy decision‑making among local students.

A dedicated supporter of youth athletics, Mike has coached soccer, football and basketball for many years. He is also an avid Kansas City Chiefs fan.

Mike and his wife, Brittany, have lived in the area since 2007. Together with their two children, they enjoy the region’s trails, the beauty of Table Rock Lake and the tradition of Friday night lights.

Alderman Gates has served the South Ward since 2023.  He has worked in the financial industry for 20 years.  Justin grew up in Shell Knob, MO and is a graduate of Cassville High School and Missouri State University. Justin is also a member of Emmanuel Baptist Church of Cassville.  Justin lives in Cassville with his wife, Mindi, and their two children.
